Dr. James O. Mason

Jim Mason was the United States Assistant Secretary for Health (ASH) from 1989 to 1993 and the Acting Surgeon General of the United States from 1989 to 1990. As the ASH, Mr. Mason was also a former four-star admiral in the United States Public Health Service Commissioned Corps. He was Director of the Centers for Disease Control and Prevention and a general authority of The Church of Jesus Christ of Latter-day Saints (LDS Church).

Mr. Mason holds B.A. and M.D. degrees from the University of Utah and a Masters and Ph.D. of Public Health degrees from Harvard University. He was the first managing director of the LDS Church's Unified Welfare Services, directing the church's hospital system. He served as the executive director of the Utah Department of Health until 1983, when he was named director of the Center for Disease Control and Prevention (CDC) in Atlanta, Georgia. Mr. Mason held the directorship of the CDC until 1990.

In 1989, the U.S. Senate confirmed Mason as Assistant Secretary for Health, which made him head of the United States Public Health Service, and Acting Surgeon General. He later served as the American delegate to the World Health Organization.

Bill Nelson

Bill Nelson retired as CEO of Intermountain Healthcare in 2008. Intermountain is a nonprofit health system based in Salt Lake City, with over 33,000 employees. Serving the healthcare needs of Utah and Idaho residents, Intermountain's system of 22 hospitals, physicians, clinics, and health plans, provides clinically excellent medical care at affordable rates.

Mr. Nelson joined Intermountain Healthcare in 1975, the organization's start-up year. As a member of the management team, he helped renovate and rebuild many of the existing facilities. In the 1980s, he was instrumental in developing one of the first computer systems in the nation to network facilities and allow for detailed analysis and management of hospital costs.

Under Mr. Nelson’s direction, Intermountain Healthcare hospitals and clinics provided millions of dollars in financial assistance to patients who were unable to pay for medical care. He also spearheaded development of dozens of partnerships with community agencies, nonprofit organizations, and community clinics that care for low-income, uninsured and homeless people. For over three decades he was a guiding force that helped Intermountain Healthcare become one of the nation’s most respected medical organizations.

Mr. Nelson's volunteer leadership roles are numerous, including Utah Symphony & Opera, Westminister College, the Utah Shakespearean Festival, the United Way of Greater Salt Lake and The Church of Jesus Christ of Latter-day Saints. He was presented the Compassionate Leader Award by United Way in 2007; he also received the Father of the Year Award from the Utah Chapter of the American Diabetes Association. In addition, he was the first recipient of the National Healthcare Leadership Award presented by the National Center for Healthcare Leadership.

Mr. Nelson holds Bachelor's degree in Accounting from Brigham Young University and an MBA from the University of Southern California.

Al Lewis

Al Lewis was founder and first president of the Disease Management Association of America and is the only two-time winner of their “Most Influential Person” award. Mr. Lewis has been designated #1 in both of Managed Healthcare Executive's quadrennial reports on the Leaders in the Disease Management Industry. The 9th Annual Report on the Disease Management and Wellness Industries calls him “the leading care management outcomes analyst in the country.”

Mr. Lewis is founder and President of the Disease Management Purchasing Consortium International, Inc. (DMPC) DMPC is by far the leading outcomes measurement evaluator and vendor procurement broker in the field of disease management for health plans for self-insured employers and state programs with valid measurement. Almost every disease management program procured by DMPC has won awards for disease management excellence.

Al holds undergraduate (1978) and law (1982) degrees from Harvard University phi beta kappa and taught economics at Harvard, and is currently a Visiting Scholar in health policy at Brandeis University.

Dr. Jonathan Javitt

Dr. Jonathan Javitt is a physician with expertise in information technology, health economics and public health. Dr. Javitt has been a founder of health information technology companies that have become part of Siemens, Inc., United Health Group, Inc., and Aetna, Inc. In 1994, he founded Certitude, Inc., which was acquired by United Health Care (NYSE:UNH) as part of the Ingenix formation. Following a term of service as Senior VP and National Medical Director, he left to co-found eMEDx, Inc., which became part of Active Health Management. Dr. Javitt served as Chief Scientific Officer of Active Health until its acquisition by Aetna (NYSE:AET).

Dr. Javitt has served as a medical advisor to several Presidential administrations. He was appointed as Expert Consultant to Medicare during the Reagan and Bush administrations. He served in the Executive Office of the President on the Health Reform Task Force under President Clinton. He was Commissioned by President Bush in 2003 to chair the Health Subcommittee of PITAC and also served as a Special Employee of the Undersecretary of Defense (ATL).

Dr. Javitt’s academic background has focused on ophthalmology, information technology and health economics. He is a graduate of Princeton University (AB 1978), Cornell University (MD 1982) and Harvard University (MPH 1984). He trained in Ophthalmology at the Wills Eye Hospital and the Wilmer Ophthalmological Institute. He joined the faculty of Johns Hopkins in 1988 and continues to serve as an adjunct Professor of Ophthalmology.

Dr. Gary Gelbfish

Dr. Gary Gelbfish is a vascular Surgeon in private practice since 1990. Dr. Gelbfish is an assistant clinical professor at the Mount Sinai School of Medicine in New York and specializes in vascular access for hemodialysis. He has innovated, published and lectured widely in this subspecialty. He has several patents and brought to market an FDA approved thrombectomy device. He has founded three free-standing outpatient surgical centers in New York City and Boston. Dr. Gelbfish serves on the board of Cormedix, a publicly held pharmaceutical company.

Dr. Gelbfish’s interest in technology and medical informatics is long standing. He spent two years at ATT Bell Labs during his surgical residency doing research with the medical informatics group. Over the past 20 years, he has integrated high level data-driven clinical and practice management software into his medical practice.

Dr. Gelbfish holds an M.D. degree from Columbia University.

Cynthia Palmer

Cynthia Palmer is the CEO of Colorado Choice Health Plans, a local community health plan that has served Colorado communities for 40 years, providing affordable health coverage, personalized customer service and quality programs to its members. In her 25+ years in health care, Ms. Palmer has held positions with Blue Cross of California and WellPoint in Managed Care, Corporate Development and Strategic Planning as well as with Qual-Med Health Plans in the areas of Finance, Systems and Operations. Ms. Palmer also has experience on the provider side of health care as the CFO and Associate Administrator of a large multi-specialty medical group with over 110,000 lives managed under global capitated arrangements.

Colorado Choice Health Plans is a nonprofit organization with a service area spanning 26, mostly rural, counties in Colorado. The Company’s products include Commercial Employer Group and Individual Health Insurance, CHP+, Medicare and Third Party Administration Services for Self-Funded Employer Groups.

Ms. Palmer has been accredited as being an innovator who has led the Company into taking a very progressive position in this era of healthcare reform. Colorado Choice is currently involved in several pilot programs focused on improving quality of care while reducing costs to consumers. These pilots include an Innovative Benefit Design pilot centered around a new model for shared decision making between patients and their physicians, which is profiled in the February 2013 issue of Health Affairs; a bundled episode of care pilot, called Prometheus, focused on putting transparent data into the hands of physicians and tracking improvement on multiple quality measures while sharing savings with providers; and the Comprehensive Primary Care Initiative (CPCi) Pilot which is a CMS Innovation Center pilot striving to support changes in how care is delivered by providing additional funding and transparent data to primary care providers with a goal of improving care outcomes and lowering costs. A new pilot focused on the use of telehealth to provide care management services, coordinated with physicians’ offices hopes to be operational some time in 2013.
